I might be well off here ed. Was there a rule brought out at the start of the season were if you concede a penalty and it's a goal scoring opportunity, then it's a penalty if in the area and no red card? If so, would that not apply to Ashley Williams as the ball looked to be going in and it's a goal scoring opportunity, or is it only in the case of a tackle? Like I say I may be well off just a bit confused. Thanks.

You are correct as the rule was changed to stop the triple punishment of Red card, penalty and ban. The only problem with Williams is the rule states if it's deliberate handball then the card is red a penalty is given and a ban is served. A tackle prevents a goal scoring opportunity when inside the area, a penalty restores this goal scoring opportunity and therefore only a yellow card, whereas a handball is deliberate and that is why it's a red.

Thanks bluegray. Just one of them rules that I was a bit unsure of. Altho some fouls are deliberate to stop a goal scoring opportunity, so they are a bit contradictory at times. Thanks for clearing it up.
