No actually you can't recall a player unless he is a goalkeeper and you have a dire need for an emergency keeper. The reason being you have team A & B both going for a champions league place both are 4th and 5th respectively. Club A recalls the in form striker from club B to stop them winning games in the run in to qualification. One of the many reasons why they can't recall him but the main one being as I said earlier the regulations don't allow it.

As I said above you can bring back a player from loan. The regulations do allow it and liverpool almost called Carrol back from west ham when they had no striker available. You can do it but you have to pay the club a fair amount of compensation.
However I wouldn't say there isn't any truth to the rumour that Chelsea will recall Lukaku

I was under the impression that it has to be in the loan contract agreed at the time of the loan for a team to be allowed to recall a loanee also I just read that as long as Lukaku isn't cup tied he can play against chelsea if we draw them in either cup

Barry kept the score at 1-0 with his challenge on eto after Howard cocked up! Paper talk already starting about Barkley to utd or Chelsea we need to get him signed on a new contract aswell as baines ASAP
