The 4 months they're referring to is if, for example, west ham had applied for a permit and had it turned down they would need to wait another 4 months to reapply I believe. I also understand it would take up to 5 days to transfer a permit and not 4 months as they are saying. He's reportedly having a medical at FF right now so I doubt the west ham side of the story is true.
