Whoever 'told' you this or wherever source you heard it from is seriously misinformed. The rules and regulations re loans dictate that this isn't possible.

Hi I heard that we are signing Barry for undisclosed fee to free up a loan space and maybe taking rodwell back on loan

Would love to see Barry sign permanent but can't imagine we would do that just I free up a loan move. As for rodwell, he can go jump from a very tall building!
